Janet Dutcher

Janet Dutcher recently retired after nearly a decade as Finance Director of Mono County, California, where she oversaw the Auditor-Controller and Treasurer-Tax Collector functions.  A CPA for 37 years and Certified Government Finance Manager for 10, she has dedicated her career to strengthening local government finance through leadership in accounting, reporting, budgeting, and investment management.

Her prior roles include assistant county administrative officer for Alpine County and audit manager with a top 100 CPA firm specializing in local government audits.  Janet has been recognized for modernizing financial reporting, bringing ACFR preparation in-house, and advancing budgeting practices in rural counties.  She holds a B.S. in Accounting from CSU Sacramento, an M.P.A. from CSU Northridge, and a Doctorate in Public Administration from West Chester University.  In 2025, she was named Top Director of the Year in Finance by the International Association of Top Professionals and included in Marquis Who’s Who.
