At the 2024 CSMFO Annual Conference, we introduced the concept of budget gameplay by department representatives who early in the budget cycle rely on certain gameplaying strategies in the competition for scarce resources.  That session led to an opportunity for collaboration between practitioners and GFOA to publish a paper examining this topic from new perspectives:  associating gameplay strategies using a deck of cards and capitalizing on GFOA’s Financial Foundations for Budgeting as the defensive playbook for budget officers.  This session, originally presented at the 2025 CSMFO Annual Conference, discusses the content of that publication, which includes associating gameplay strategies with card shark gamesmanship, diving into why these games detract from the budget process’s reputation for being fair, and prescribing some tactics budget officers can add to their own playbook to counter the negative consequences.

Janet Dutcher recently retired after nearly a decade as Finance Director of Mono County, California, where she oversaw the Auditor-Controller and Treasurer-Tax Collector functions.  A CPA for 37 years and Certified Government Finance Manager for 10, she has dedicated her career to strengthening local government finance through leadership in accounting, reporting, budgeting, and investment management.

Her prior roles include assistant county administrative officer for Alpine County and audit manager with a top 100 CPA firm specializing in local government audits.  Janet has been recognized for modernizing financial reporting, bringing ACFR preparation in-house, and advancing budgeting practices in rural counties.  She holds a B.S. in Accounting from CSU Sacramento, an M.P.A. from CSU Northridge, and a Doctorate in Public Administration from West Chester University.  In 2025, she was named Top Director of the Year in Finance by the International Association of Top Professionals and included in Marquis Who’s Who.

Shayne Kavanagh is the Senior Manager of Research for the Government Finance Officers Association (GFOA) and has been a leader in developing the practice and technique of long-term financial planning and policies for local government.  He started GFOA’s long-term financial planning and policy consulting offering in 2002 and has been working with governments on financial planning and policies ever since.  Shayne has worked with many governments of different sizes and types on financial planning and policies across the United States and Canada.  Shayne’s financial planning experience also drives his research at GFOA.  He is the author of a number of influential publications on financial planning.  Prior to joining GFOA, Shayne was the Assistant Village Manager for the Village of Palos Park, Illinois, where he was responsible for managing all aspects of financial management operations, including budgeting, utility billing, payroll, and accounting.  He received his MPA degree from Northern Illinois University.

Drew Corbett is the Principal of DKG Consultants, a firm he started in 2023 upon retirement after nearly 20 years in local government.  Drew started his municipal government career in Sunnyvale in 2005 as a budget analyst, and later became the budget manager/assistant finance director.  In 2013, Drew was hired by the City of Menlo Park to be its finance director; in 2015, Drew joined the City of San Mateo as its finance director.  In 2016, Drew retained his title of finance director while adding the title of assistant city manager.  In late 2018, the San Mateo City Council appointed Drew as the city manager, where he served through June 2023.  In this role, Drew led the operations of a full-service city with over 600 full-time equivalent employees and over 105,000 residents, and he also served as the chief administrative officer of the San Mateo Consolidated Fire Department.

Drew earned his Master of Business Administration degree from the University of Wisconsin-Madison and has a bachelor’s degree in political science from the University of the South.  Prior to entering the public sector, Drew spent two years as an elementary school teacher in Compton as part of the Teach For America program, and five years as a senior analyst/project manager with the Intel Corporation in Santa Clara. Drew has served on the Board of Directors for the California Society of Municipal Finance Directors and was the organization’s President in 2017.

Alberto Preciado is the Accounting Manager for the City of Citrus Heights.  Prior to that, he was the Accounting Manager for the Citrus Heights Water District, where he was responsible for leading the District’s audit.  After four years as an auditor specializing in local government and nonprofit audits, he made the jump to governmental finance, where he has been for over ten years.  During his time as a government finance officer, he has worked on twelve audits, including successfully transitioning the Citrus Heights Water District from issuing basic financial statements to creating award-winning Annual Comprehensive Financial Reports.
