CalPERS has updated its Annual Valuation Reports for Pooled Plans resulting in significant changes. Learn about these all these changes and improvements.

We will also cover the full contents of the Annual Valuation Reports (for pooled and non-pooled plans) and discuss unfunded accrued liabilities (UAL) and ways to deal with UALs through Additional Discretionary Payments (ADP) and other financing options. Finance practitioners need to be well-versed in how to read actuarial reports, including basic terms, methodology, and information essential to determining your pension plan contribution requirements and funded status. This session will explain what you need to know in clear terms and will help you translate this complex information for decision makers, employees, bargaining units, and the public.

This presentation will also cover the following key items:

· Additional information included in the Annual Valuation Reports

· Review of the FY 2026-27 contributions requirements

· Tools available to project the impact of FY2024-25 investment return of 11.6% on future contributions

· Additional Discretionary Payments/Contributions (ADPs) and analysis tools

Senior Pension Actuary

California Public Employees' Retirement System


Julian Robinson is a Senior Pension Actuary with the Valuation Services Team at the California Public Employees’ Retirement System (CalPERS).  He has been with CalPERS since 2012.  Julian is responsible for the actuarial work for various CalPERS contracting agencies throughout the California.  He is also on the CalPERS Asset Liability Management Advisory Council.  He frequently conducts webinars on current issues and represents CalPERS at conferences and other public events.  Julian has experience in the pension, employee benefits, and insurance industries.  Before joining CalPERS, he was a Vice President at American General Life Companies (AIG), Manager of Global Benefits for Marsh & McLennan Companies, and a Vice President at Aon Consulting in the M&A group.  Julian is a Fellow of the Society of Actuaries, an Enrolled Actuary under the Employee Retirement Income Security Act (ERISA), and a Member of the American Academy of Actuaries.  Julian earned a Bachelor’s degree in Economics from Macquarie University, Sydney, Australia.  In his free time, Julian likes exercising at the gym and performing amateur stand-up comedy.

Grace Castaneda serves as the Finance Director for the City of Belmont.  Prior to Belmont, Grace worked in multiple finance roles for the City of San Mateo, and has over 16 years of local government experience.  She holds a bachelor’s degree from UCLA and an MBA from Santa Clara University.  Grace previously served on the CSMFO Board, and currently serves as a Senior Advisor to the Professional Standards Committee and the Administration Committee for CSMFO, as well as serving on the Budget Committee for GFOA.  In her free time, you can find Grace hanging out with family and friends, going for a hike, a day at the beach, or enjoying a great meal at a local restaurant.
