Michael Martinet


Michael Martinet has specialized in disaster cost recovery training for over twenty years.  He retired as the Emergency Planning Manager for the Controller’s Office of the City and County of San Francisco.  Since he semi-retired 12 years ago, he has taught scores of disaster cost recovery training programs in a dozen states, and has assisted local agencies in cost recovery for several Presidentially declared disasters.  Michael is the founder of the IAEM Disaster Cost Recovery Caucus, which focuses on FEMA Public Assistance program issues.  Michael has a Master’s degree in Emergency Services Administration, and is a Certified Emergency Manager.  He is currently working on a book about FEMA’s Public Assistance program.
