Financial Management and Analysis – Modules 3 and 4
A CSMFO Core Course

CSMFO has developed a four-part course in Financial Management and Analysis. You will learn from practitioners, with a deep understanding of financial management concepts, how best to implement sound managerial and financial policy decisions. These decisions will then be oriented towards achieving the goals and priorities of the organization while helping to achieve financial sustainability. The first part of this course, consisting of Modules 1 and 2, provide the foundation to understanding a number of key financial management and analysis concepts and tools. Modules 3 and 4 build on the foundation of the first two modules and will go into more depth about financial management analysis and provide opportunities to work through various case studies and learn about forecasting, analysis, and reporting in practice.
Module 3 will cover how to manage short-term resources and obligations, the importance of internal controls, understanding the roles of cash, treasury, and investment management, and budgetary control through legislative agenda management. It will also provide an understanding of periodic monitoring and reporting of fiscal condition along with some practical examples and case studies.
Module 4 will offer specific financial health diagnostic tools, identifying tools to analyze complex data and key elements of financial statement analysis. There will be discussions about practical tools for financial condition analysis, financial forecasting, and financial statement analysis, along with a variety of case studies and exercises.

Continuing Professional Education: Attendees earn 6 hours of CPE Credit (Technical) by attending all sessions. Attendees must attend all sessions to obtain CPE credit.

David Cain has more than 47 years of professional managerial experience in both the public and private sectors. He has 30-plus years of public sector management experience at the executive level in six local California agencies and retired from the City of Fountain Valley in 2017. Since 2017, he has served as interim finance director and is continuing to provide financial consulting services to a number of southern California public agencies. David is in his fourteenth year of teaching graduate students in both CSUN and CPP Masters of Public Administration programs. David has served the California Society of Municipal Finance Officers (CSMFO) as a Board Member and Committee Chair/Senior Advisor for a number of committees. He is currently the Senior Advisor for the Career Development, and a member of the Program Committees. He serves as a mentor in both the CSMFO and Biola University mentorship programs. He has been an instructor for the GFOA Budget Academy and is currently an instructor for several of CSMFO’s Core Training classes. David was honored to be chosen as the recipient of CSMFO’s “Distinguished Service Award” in 2020. When not working, David enjoys worldwide traveling with his wife and family including their two grandchildren. He serves as an Assistant Boy Scout Leader for his grandson’s Chino Scout Troop 202. David Cain received his Bachelor of Science in Business Administration from Biola University and his Master of Public Administration degree from California State University, Northridge.
Scott Catlett is a Director in the Government Advisory Services Department at Eide Bailly LLP, where he assists state and local government clients with financial management and budgeting best practice implementation, complex accounting and financial reporting challenges, and fiscal policy development. Prior to joining Eide Bailly, Scott worked directly for cities for 17 years, after serving as a consultant to state and local governments earlier in his career. During his government service, Scott was the Assistant Finance Director for California’s 12th largest city, Riverside, and the Finance Director for the Cities of Yorba Linda and Newport Beach. Through these various roles, Scott has managed budgets ranging from $100 million to $1.2 billion and investment portfolios of $75 million to $500 million. Scott holds a bachelor’s degree in finance from Tulane University and a master’s degree in public administration from California State University, San Bernardino, where he has been a part-time instructor since 2014 teaching graduate courses in public financial management and public budgeting. His passion for education extends to serving in the past as an instructor for the Government Finance Officers Association’s (GFOA) Budget Analyst Training Academy and other courses, as well as serving as a speaker for various industry conferences and webinars. Scott is an active member of GFOA, the California Society of Municipal Finance Officers (CSMFO), and the Tennessee Government Finance Officers Association. He served as a volunteer leader for CSMFO for 12 years, serving successively as a Chapter Chair, Committee Chair, and elected statewide Board Member. In 2020, he was elected by CSMFO’s 2,600 members to be the Association’s 2022 President. On the weekends, you will find Scott hiking the wooded trails near his home, cheering for his boys at their baseball and basketball games, and battling rabbits and squirrels in his garden.
