California Local Budgeting - Part 1

A CSMFO Core Course

9:00 a.m.-12:00 p.m., Wednesday, September 24 & Thursday, September 25, 2025

The California Local Budgeting Course welcomes all local government professionals who would like to gain a better understanding of the role that budgeting plays in financial management. This introductory course is comprised of two separate 3-hour modules:

Module One:  Foundations of Budget Management will be the broadest, providing an overview of budgeting in government, types of government budgets, accounting for budget analysts, and budget’s relationship to long-term financial planning.

Overview of Module One:  Foundation of Budget Management

  • Section 1 – What is a Budget?
  • Section 2 – Types of Budgets
  • Section 3 – Accounting for Budget Analysts
  • Section 4 – Integration of Planning Documents

Module Two:  Building the Budget will delve into best practices for the budget process, personnel budgeting, non-personnel, revenue, expenditures and capital projects and debt.

Overview of Module Two:  Building the Budget

  • Section 1 – Budget Philosophy, Planning and Direction
  • Section 2 – Revenues
  • Section 3 – Expenditures and Capital Projects

These two modules are led by experts in the field and provide a detailed overview of how public agency budgets work. The content is designed for individuals who are newer to the public sector field of finance.

This class is limited to 60 participants.  Advance registration is required for this class.

David Cain has more than 47 years of professional managerial experience in both the public and private sectors.  He has 30-plus years of public sector management experience at the executive level in six local California agencies and retired from the City of Fountain Valley in 2017.  Since 2017, he has served as interim finance director and is continuing to provide financial consulting services to a number of southern California public agencies. David has served the California Society of Municipal Finance Officers (CSMFO) as a Board Member and Committee Chair/Senior Advisor for a number of committees. He is currently the Senior Advisor for the Career Development, and a member of the Program Committees. He serves as a mentor in both the CSMFO and Biola University mentorship programs. He has been an instructor for the GFOA Budget Academy and is currently an instructor for several of CSMFO’s Core Training classes. David was honored to be chosen as the recipient of CSMFO’s “Distinguished Service Award” in 2020. When not working, David enjoys worldwide traveling with his wife and family including their two grandchildren. He serves as an Assistant Boy Scout Leader for his grandson’s Chino Scout Troop 202. David Cain received his Bachelor of Science in Business Administration from Biola University and his Master of Public Administration degree from California State University, Northridge.

Russ Branson is the founder of Russ Branson Consulting.  Russ works with local governments and special districts addressing difficult financial issues facing municipal governments today.  Prior to starting his own firm, Russ was a Director for Public Financial Management (PFM).  Russ spent 13½ years with the City of Roseville in financial leadership positions, including Assistant City Manager and Treasurer, overseeing Finance and Administrative Services.  The City of Roseville is a full-service City which also has electric, water, wastewater, and solid waste utilities.  Before joining the City of Roseville, Russ was a principal with Economic and Planning Systems, an urban economics consultancy, where he spent more than a decade providing clients with services including impact fee studies, infrastructure financing plans, and the establishment of special taxing districts.
