Advanced Specialty Topic – GASB 103 

A CSMFO Core Course

In response to feedback from CSMFO core accounting and financial reporting courses, we are pleased to offer a new series of two-hour sessions on advanced specialty topics. 

Feeling uncertain about GASB 103?  You’re not alone!  This update to the financial reporting model will impact areas of your ACFR, and it’s critical to be prepared.  The session will cover things like the following: 

  • When GASB 103 applies:  Get clarity on who needs to comply and by when. 
  • What’s impacted:  Identify the key areas of your ACFR that will see the most significant changes. 
  • What needs to change:  Break down step by step the required updates. 

This session will walk through the accounting entries, as well as disclosure information. 

This class is limited to 25 participants to allow for in-depth discussion between the instructor and attendees.  Advance registration is required for this class. 

Course Objectives: 

  1. Understand the accounting and financial reporting requirements of GASB 103; 
  2. See examples of how you might implement these concepts at your agency; and 
  3. Hear about resources that can help you learn more.

Kelly Telford is a Partner in LSL’s Government Services Department and has over 20 years of experience in working in and with government agencies.  Her background includes auditing, accounting, financial forecasting, budget development, public utilities, investment management, grant management, human resources, and information technology.  As a government services partner, Kelly oversees engagements for a variety of non-profit and governmental clients, providing auditing and consulting services, often acting as an extension of their finance department.  Prior to returning to LSL in 2022, Kelly served as the Director of Finance and Treasurer for the cities of Seal Beach and Costa Mesa.
