In this webinar, staff from the Legislative Analyst’s Office (LAO) will provide an overview of the LAO’s analysis of the Governor’s January 2024 budget proposal and the related fiscal outlook. The analysis addresses the overall condition of the state budget for 2024-25—for example, the LAO’s assessment of the looming budget deficit—and whether the state has capacity for its ongoing spending commitments. There are also major warning signs with respect to gas tax collections as a result of the increasing ownership of electric vehicles. Michael Coleman will provide additional information and insights specific to local agencies. As local agencies prepare their operating budgets, information about the Governor’s proposed budget and the fiscal outlook are key considerations.

Michael Coleman is a leading expert on California local government revenues, spending and financing. An experienced city fiscal officer, Michael previously worked for the cities of San Mateo, Milpitas, Daly City and Sacramento. He received his BA in Policy Analysis from UC Davis and his MPA from the University of Southern California, and is a graduate of the Coro Fellows Program. In February 2013, the California Society of Municipal Finance Officers honored Michael with its Distinguished Service Award for dedicated service and outstanding contribution to the municipal finance profession.
